***The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to develop, implement, and sustain cybersecurity policies, strategies, and organizational frameworks at MICITT, while supporting effective interagency coordination on cybersecurity between MICITT and other key stakeholders in the GoCR (including with the Ministry of the Presidency and with the National CSIRT).

RESPONSIBILITIES

  • The Senior Advisor will assist the MICITT with aligning its overall cyber policies, strategies, and organizational frameworks to the GoCR's National Security Strategy
  • The Senior Advisor will support interagency coordination and encourage dialogue on cyber roles and responsibilities within the GoCR
  • The Senior Advisor will enhance the knowledge and capacity of MICITT staff and leadership involved in cybersecurity
  • The Senior Advisor will develop strong professional relationships with key stakeholders in MICITT, MICITT's CSIRT, the Ministry of Public Security (MSP), and act as a trusted advisor to them. If invited to do so, participate in any related GoCR working groups and/or initiatives already underway which contribute to the overall GDRP project objective(s).
  • The Senior Advisor will work in close cooperation with senior MICITT officials, identify existing institutional gaps in cybersecurity. Consultations shall occur with officials from across the GoCR where relevant.
  • The Senior Advisor will share expertise and recommendations with MICITT and other key GoCR stakeholders as relevant on how to prepare for required reforms and to establish and manage cybersecurity. This may include providing recommendations to the government on legislation, policies, procedures, doctrine, or training that may be needed to successfully enhance the cyber capabilities and integration of the GoCR.
  • The Senior Advisor will assist MICITT in promoting effective, responsible, and accountable employment of force by developing standard operating procedures for integrating domestic and international legal considerations into operational decisionmaking
  • The Senior Advisor will communicate regularly with the U.S. Embassy POL/ECON, and SCO sections to share information, expand connections, and bolster relevant projects underway. Brief them at least monthly on cybersecurityrelated developments within the GoCR.
  • Where other barriers to institutional change with regards to strategic planning exist, the Senior Advisor shall work to identify those barriers, including budget challenges, and make recommendations to MICITT to overcome them, and, where possible, work to address them in support of the desired end state
  • Other duties as assigned

REQUIRED Qualifications for one (1) Senior Advisor (Costa Rica) focused on cybersecurity

  • U.S. citizen
  • Master's degree in areas such as Computer Science, Cyber Security, Cyber Operations, Information Management, Information Systems Security, or a similar field AND at least six (6) years of U.S. military and/or U.S. civilian professional experience in cybersecurity at the national level or large organizational level
  • OR
  • Bachelor's degree in Computer Science, Cyber Security, Cyber Operations, Information Management, Information Systems Security, or a similar field AND at least ten (10) years of U.S. military and/or civilian professional experience working in cybersecurity at the national level or large organizational level
  • Have reached, at a minimum, the rank of O5 in the military or equivalent in a civilian capacity (i.e., FS02/GS14 or industry equivalent)
  • Prior demonstrated experience developing cybersecurity policies, strategies, organizational structures, and procedures
  • Prior demonstrated experience communicating cybersecurity policy and technical concepts to senior government stakeholders
  • Prior demonstrated experience working with senior officials in a foreign government and/or foreign military
  • Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance

PREFERRED Qualifications for (1) Senior Advisor (Costa Rica) focused on cybersecurity

  • Proficiency in Spanish
  • Have received one of the following certifications
  • Certified Information Systems Security Professional (CISSP)
  • NIST Cyber Security Professional (NCSP)
  • Certified Information Systems Auditor (CASP)
  • Certified Chief Information security officer (CCISO)
  • Two (2) years experience living and working in Latin America
  • Prior demonstrated experience as the director or program manager for one or more projects implementing cybersecurity capacity building initiatives
  • Has primarily worked outside of the U.S. intelligence community for a majority of their career
