OVERVIEW OF THE FUNCTIONS OF THE POST

The UNESCO Regional Multisectoral Office in San José collaborates with the Central American Educational and Cultural Coordination (CECC/SICA) in initiatives aimed at strengthening the role of culture in regional integration and sustainable development of the member countries of the Central American Integration System (SICA): Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and the Dominican Republic.

Within the framework of the 2022 UNESCO-Aschberg Programme call for projects, a proposal submitted by CECC-SICA entitled "Design of the regional policy for the protection and promotion of the status of artists and cultural professionals of the SICA Region" has been selected by the Evaluation Committee.

This project seeks to foster a regional framework for the recognition, protection and promotion of the rights of people in the arts and culture, as an impetus for sustainable and equitable cultural development in the region by:


  • Strengthening the technical management capacities of the Ministries of Culture and civil society
  • Generating quality data and information for decisionmaking
  • Raising awareness of the importance of the status of artists and cultural professionals through the dissemination of knowledge.
Under the overall authority of the Director of the UNESCO Regional Office in San José and the direct supervision of the Culture Programme Specialist, in compliance with the UNESCO rules and regulations, practices, standards, and procedures, will perform the following actions to support the Design of the Regional Policy for the Protection and Promotion of the Status of Artists and Cultural Professionals in the SICA Region:

  • Support CECC-SICA in carrying out a diagnosis of the condition of artists and cultural professionals in the SICA Region
  • Advise CECC-SICA in designing a methodology for an online training workshop on challenges and good practices related to cultural rights, the UNESCO 2005 Convention and 1980 Recommendation
  • Advise CECC-SICA in designing a methodology for 8 national workshops (one per SICA Member State) and one regional workshop oriented to dialogue, debate and collective consensus through individual and group dynamics.
  • In coordination with CECC-SICA, elaborate the first draft of the regional policy for the recognition, protection and promotion of the rights of people in the arts and culture based on the inputs collected in the diagnosis and workshops and integrate feedback from representatives of governments and civil society.
Participate as needed in meetings and presentations to inform relevant stakeholders of the results of the project.

REQUIRED QUALIFICATIONS

EDUCATION
Degree in Cultural Studies, Cultural Policy and Management, or any other related field.


WORK EXPERIENCE
Work experience in the field of cultural rights and social protection of cultural workers

Experience working with cultural and social protection institutions in Central American countries.

Up-to-date knowledge of cultural policies in Latin America


Excellent knowledge of UNESCO's standard-setting instruments in the field of cultural rights, in particular the 2005 Convention for the Promotion and Protection of the Diversity of Cultural Expressions and the 1980 Recommendation on the Status of the Artist.


DESIRABLE QUALIFICATIONS

  • Demonstrated ability to communicate effectively (both written and oral)
  • Ability to work as part of a team, in a multicultural environment, and provide efficient, quality and timely support and services, and capacity to work efficiently under pressure.
  • Ability to work in close partnership with a wide range of national, regional, and internationl/professional organizations.
