Migrant protection and assistance (MPA) make up a large proportion of IOM’s work in the region, and the primary role of the Regional Project Assistant is to support work in that thematic area. However, given that the MPA Regional Technical Specialist (RTS), including AVRR and counter-trafficking projects covers on average at least 60% of the projects that support the Regional Office, the role of the Regional Project Assistant is critically important. In order to provide technical assistance, oversight and monitoring, the RTS needs assistance. Support is provided in the context of the dynamic and changing migration flows in the region, and the related requests from governments (and missions) for direct assistance and technical support in this thematic area.
The Regional Project Assistant provides ongoing support to the RTS, working closely with her to support direct assistance / cases, prepare technical material for her TDYs (or representing her when she is unavailable), contribute to events, conduct internal training, as well as to carry out daily tasks such as the review of reports and proposals. By providing ongoing support, the Regional Project Assistant allows the MPA RTS to complete the complex tasks required in the region, particularly ongoing technical assistance to the missions as well as within the RO SJO team. This support goes much beyond logistical support to include substantive work in the thematic area.
Core Functions / Responsibilities: Coordinate and participate in drafting project work plans in coordination with relevant partners and IOM counterparts. Provide technical support developing and reviewing projects. Assist identifying and pursuing opportunities for project development, modification, and extension. Provide technical support implementation of the project activities according to the workplan. Support in coordination with the RTS to promote coordination within the region, with HQ and across regions. Maintain strong liaison with key governmental authorities, civil society organizations, donors and other UN agencies. Participate in different project activities in the region, including events, workshops, presentations, etc. Assist and provide technical inputs for organizing events, workshops, presentations, etc. in the different regional process like RCM, OCAM, SICA, and others. Track project progress, identify and document significant project events, decisions, problems or deviations and report them to the RTS. Organize and/or attend regional and national meetings with different stakeholders, like donor, governments, civil society, missions and others, and prepare relevant notes for files, meeting minutes, action points, etc. Technical support to the missions in the region (direct assistance, return and reintegration programs, project develop, workshop and other) Review narrative and financial progress reports according to specifications, standards and timelines required by IOM and the different donors. Collect data on the projects in the region to produce outreach materials, reports and to suggest regional action plans in thematic programming In coordination with the RTS provide support to governments and other agencies working with MPA issues and strengthen the knowledge base relating to thematic area. Provide technical assistance, analyse and devise strategies to replicate, improve, and evolve project models; map and disseminate best practices. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education University degree in International Relations, Law, Political Science, Social Science, and/or other relevant field of specialization with at least four years of relevant professional experience in project development, management, evaluation, and reporting. Or, high school degree with at least six years of relevant professional experience
Experience Experience working with migrants, migration management, and international migration issues; Experience in developing and implementing reintegration activities; Familiarity with IOM project management and reporting procedures as well as USAID projects and procedures; Experience in managing staff, scheduling and deployment of resources, project evaluation and assessment;

Languages Full written and spoken proficiency in English and Spanish is required.
