Description The Proposal and Strategic Sourcing Specialist works at the direction of the Proposal and Strategic Sourcing Manager. This position engages with Pursuits and Proposals teams to develop and manage procurement strategies for 3rd party goods and services for PlantWeb Systems and Solutions Proposals and Projects as assigned. The Proposal and Strategic Sourcing Specialist facilitates the Strategic Sourcing activities for projects in support of the Project Procurement Proposals and Strategic Sourcing team participation on strategic proposals, projects and commodity management. The Proposal and Strategic Sourcing Specialist works closely with Sales, Project Managers, operations, the execution centers and suppliers to identify new sourcing strategies in support of “must win” and strategic projects. Responsibilities
  • Continuously monitor the local and regional markets and supplier developments to proactively engage in strategic sourcing events
  • Utilize Supply Chain Management tools to effectively prosecute both strategic aspects of proposals and projects
  • Comply with Proposal Schedules and Priorities
  • Administer Strategic Sourcing Plans during proposal initiation and properly transition to project execution or manage strategic work packages through execution as assigned
  • Develop and communicate preliminary Requests for Quotation (RFQ’s)
  • Prepare bid market analysis for all must win projects and collaborate with category management
  • Actively participate in proposal responses with final RFQ preparation, supplier evaluations, and bid pricing analysis
  • Prepare and participate bid compilation process and analysis
  • Identify commercial and business risk associated with 3rd party goods and services
  • Facilitate the selection of suppliers for inclusion in proposals
  • Participate in development of Project Procurement response to bid clarifications including updating of bid analysis and recommending the PSS position and pricing
  • Participate in all proposal post-bid analysis to identify lessons to be learned for future bid and proposal responses
  • Actively engage in transiting the plan to the Project Procurement Lead, including post award communication and escalation
  • Comply with trade compliance and facilitate Trade Compliance Analysis
  • Participate in development of a 3rd party goods and services execution plan to ensure proposal strategy to project execution with Project Procurement Lead, Sales and Project Management
  • Support subcontract development for projects and proper hand-off to project execution
  • Prepare requests for quotations for all major contract modifications, negotiate and formalize supplier response and update contracts
  • Develop data requirements, collect and analyze the data including cost, cost levers and target costing issues
  • Develop and continually improve skills and competencies of Project Procurement professionals engaged in proposal and proposal support
  • Participate in the industry analysis to identify size of industry, leading players, and specific industry characteristics
  • Understand customer requirement analyses to meet customers procurement needs and requirements and align these with pursuit requirements
  • Administer the contract negotiation strategy approach, including timeline and customer/ Supplier requirements
  • Follow the contract implementation approach to meet desired outcomes/ schedule
  • Participate, contribute, and/ or perform contract negotiation preparation and contract negotiations with suppliers
  • Identify opportunities for expanded supplier relationships to enable enhanced business partnerships and offerings
  • Develop close relationships with both suppliers and appropriate business customers
  • Provide continuous input to the development of processes, ethics, and supplier relationship management guidelines at PlantWeb Solutions Group (PSS)
  • Communicate results of improved performance to procurement organization
  • Ensure category management group is utilized appropriately for all proposals
  • Other related tasks that maybe assigned from time to time
  • Ensure adherence to regulations and compliance
  • Ensure compliance to Emerson Record Retention Policy at all times
  • Ensure compliance to Emerson’s Ethics Policy at all times
  • Requirements
  • Business B.A./ B.S. or Engineering/ Construction degree required
  • M.B.A or equivalent strongly preferred, experience in process controls, construction, EPC or other relevant industries strongly desired
  • 5 - 7 years general leadership and management experience within a project environment
  • Procurement/ Supply Chain relevant experience
  • Management experience in business segment
  • Strategic sourcing/ Category Management experience
  • CPSM (Certified Professional in Supply Management) from I.S.M.(Institute of Supply Management) or other affiliations is preferred
  • Excellent organizational, project management, communication (written and verbal), and leadership/ management skills

    Controls/ EPC industry experience and/ or subject matter expert in specific field

    Ability to perform competitive analysis

    Expertise in supplier and contracts negotiation

    Knowledge of strategic sourcing and supplier alliance implementation

    In-depth Supplier/ Industry analysis experience

    Ability to relate to with different groups of people in various levels within the organization

    Ability to influence various members in the organization

    Strong computer literacy

    Strong interpersonal and facilitation skills

    High level of customer focus
