The purpose of this role is to lead the development and implementation of an integrated regulatory, fiscal, scientific engagement, sustainability, political and stakeholder engagement strategy, intended to eliminate unfair competition, build and strengthen stakeholder alliances, increase awareness, understanding and support to SPF, and support the business long term stability and profitability.

Engage and have a good relationship with authorities from the Executive and Legislative branches, key opinion leaders, chambers, associations and media to avoid unreasonable regulation that may affect the company's interests.

All, while building the right political environment and societal support for the introduction and/or expansion of SFPs in Costa Rica & Nicaragua.

Your 'day to day'

  • Establish and maintain strong relationship with members of the Congress, political parties, Government bodies and local political authorities to open /strengthen communication channels and transparent relationships between PMI and key decision makers.
  • Develop and execute fiscal strategies to reduce/stop illicit trade and to avoid untechnical tax increases. Position the contraband issue and its consequences in the public debate with the support of other sectors that have similar issues.
  • Develop and execute regulatory strategies to seek the recognition and implementation of differentiated regulation for RRPs. Monitor political and regulatory trends in the Legislative and administrative bodies, to identify opportunities and threats, in order to shape a more stable and predictable future for the business.
  • Overlook and support the execution of external communications strategies to create awareness of illicit trade and its consequences, and to build social debate on harm reduction and generate discussions on the characteristics of RRP's, among key external stakeholders (authorities, media and medical community).
  • Lead all efforts intended to raise the profile of our company within Chambers, Associations and other relevant stakeholdes, in order to build the right environment and support for: i) the introduction/expansion of RRPs, ii) the reduction of contraband incidence in the country, and iii) to become a relevant player for all discussions around sustainability in its broader sense.
  • Coordinate action between local management team, EA cluster team and EA regional team, in order to drive EA efforts to the consecution of the business strategies. Provide regular and ad hoc reports to Management on regulatory, fiscal and ITP developments.
  • Define and manage the EA budget in order to ensure best use of resources for planned activities.
  • Manage all External Affairs consultants to ensure their contribution to overall objectives, strategies, and activities, while ensuring that all activities are in compliance with PMI Policies and Practices.
Who we're looking for

  • Degree in Law, Economics, Business Administration, or International/Public Relations.
  • At least 10 years of experience on regulatory & fiscal affairs, politics, public relations, communications or other similar fields.
  • Must have worked in positions that require relationship building with government officials, regulators, media, chambers and private sector.
  • English (written and spoken).
  • Good political knowledge and economics understanding
